can i know if those 2 tanks have same returnlines connected by a T? if yes i dont think your return line would work as planned.....
also is your supply line to tank also connected by a T or 2 different lines for those 2 tanks? 2 different lines means 2 pumps... if you use a single pump im sure your lower tank would get more flow and your upper tank would get lesser if not none at all.....
what you can do is you could use the overflow of your upper tank to supply your lower tank of running water and the overflow of your lower tank is the one that goes to your sump... that way you only supply the upper tank with the return water from the sump... minor setback here is you will have some bubbles in your lower tank because of the water splashing from your upper tanks overflow...
